What drove the changes to the guidance for the public sector training curriculum?

Enactment of the Moving Ahead for Progress in the 21st Century Act, commonly referred to as MAP-21. MAP-21 requires the Secretary of Transportation to incorporate relevant national consensus standards into the public sector training curriculum.

MAP-21 outlines the expectation that the State or Indian tribe shall provide written certification to the Secretary that the emergency responders who receive training under the grant will have the ability to protect nearby persons, property, and the environment from the effects of accidents or incidents involving the transportation of hazardous materials in accordance with existing regulations or National Fire Protection Association (NFPA) standards for competence of responders to accidents and incidents involving hazardous materials.
